Allows on-premises alcohol establishments to sell alcohol for carry-out and delivery to consumers located in the District between 6:00 a.m.-1:00 a.m., daily. All alcohol sales must be provided in closed or sealed containers and accompanied by at least one (1) prepared food item.
On-Premises Retailers license holders and food retailers with commercial street frontage at the Walter E. Washington Convention Center.
Licensees that register online by Wednesday, March 31 will not be required to obtain Board approval in order to receive a carry out and delivery endorsement from ABRA. After March 31, 2021, licensees not already registered with ABRA will need Board approval prior to selling alcoholic beverages for carry out and delivery and may be subject to a 66-day public comment period.
Effective Thursday, April 1, 2021, licensees who did not register prior to March 31st must apply for an Alcohol Carry-Out and Delivery Endorsement to continue offering alcohol carry-out and delivery. As a result of the Covid-19 pandemic, the Board has extended the period for all approved licensees to pay the fee for the Alcohol Carry-Out and delivery endorsement from ABRA until September 30, 2021.

Valid Period and Fees
Endorsements are valid for up to three (3) years.
A $200 fee does apply. Licensees registered with ABRA will be mailed an invoice in 45 days prior to the due date of September 30, 2021. See Fees and Renewal Schedule.
Licensees who fail to pay the endorsement fee in full by the deadline, must cease alcohol carry-out and delivery on Friday, October 1. Licensees that would like to resume the service after the due date must submit an endorsement application and may be subject to a 66-days public comment period and ABC Board approval.
Subsequent Alcohol Carry-Out and Delivery endorsement fees will be due on an annual basis.
