Glover Park Moratorium Zone

Background

The Glover Park Moratorium Zone (GPMZ) has been in effect, with some modifications, since 1999. The moratorium prohibits the issuance of any new on-premises retailer’s licenses, class CT, CN, CX, DN, DT, or DX, and restricts license holders from transferring its license to a location within the zone.

The GPMZ exempts hotel licenses (CH/DH).

Status

On February 11, 2022, the ABC Board received a resolution from Advisory Neighborhood Commission (ANC) 3B requesting a ninety (90) day extension of the expiring moratorium in order to inform and consult with the residents of Glover Park regarding the future of the moratorium. The resolution was adopted by ANC 3B at a duly noticed public meeting held on February 10, 2022, by a vote of four to zero (4-0). Again, the ABC Board adopted emergency rules extending the moratorium on June 8, 2022.

On October 5, 2022, the Board voted, six (6) to zero (0), to adopt the rules. These rules supersede those adopted by the Board on June 8, 2022. An extension was granted on February 1, 2023, extending the moratorium to June 1, 2023, unless superseded.
