New Facility Registrations


Pursuant to DC's medical cannabis laws and regulations, public notice of the current application open period was published in the DC Register on November 26, 2021. Available registrations include:

  • Two (2) cultivation centers. All Wards are eligible excluding Ward 5.
  • One (1) dispensary. Only Wards 3 and 5 are eligible.
  • Two (2) testing labs. All Wards are eligible. 


The application open period was limited to parties and entities whose Letter of Intent was approved. Of the 199 Letter of Intents submitted, 176 were determined to meet the minimum threshold to be eligible to submit an application by the deadline of March 28, 2022.

ABRA received a total of 18 timely submitted applications which were reviewed and scored by the Selection Panel comprised of representatives from seven (7) District Government agencies including:

  • ABRA
  • DC Health
  • Department of Consumer and Regulatory Affairs
  • Department of Energy and Environment
  • Department of Forensic Sciences
  • Department of General Services
  • Office of the Attorney General

Twelve applications—five (5) cultivation centers and seven (7) dispensaries—were determined to have met the minimum required scoring threshold to advance to the Advisory Neighborhood Commission (ANC) public comment period.

Five (5) applications—one (1) cultivation center, three (3) dispensaries, and one (1) testing lab—did not meet the minimum required scoring threshold and will not advance to the ANC public comment period. One (1) application for a cultivation center was incomplete and rejected.

The ANC public comment period will run from July 22 through August 22. During this period, the proposed site locations will be placarded.

Once the ANC public comment period concludes, the Selection Panel will reconvene to review timely submitted letters of support and opposition from affected ANCs and score the applications based upon the expressed potential adverse impact of the proposed location to the neighborhood and overconcentration or lack of facilities in the affected Ward.


The updated timeline is as follows:

  • July 22, 2022 | Notice to ANCs, proposed sites placard
  • August 22, 2022 | ANC comment period closes
  • September 14, 2022 | Panel recommendations forwarded to ABC Board
  • September 28, 2022 | ABC Board announces approved applicants
