Programs

The Alcoholic Beverage Regulation Administration operates the following programs:

Enforcement

The Enforcement Division ensures compliance and enforcement of Title 25 of the Official DC Code and Title 23 of the District of Columbia Municipal Regulations (DCMR). Investigators conduct routine, placard, final, and voluntary/cooperative agreement inspections of the alcoholic beverage establishments while the auditor conducts fiscal audits. In addition, investigators examine consumer complaints that may include violations of voluntary/cooperative agreements and conduct appropriate follow-up to police investigations of alleged violations of ABRA. These reports are submitted to the Alcoholic Beverage Control (ABC) Board for disposition.

The Enforcement Division is revamping to proactively address the issue of underage drinking. The division works closely with the National Capital Coalition to Prevent Underage Drinking (NCCPUD) and Campus Alcohol Reduction Effort (C.A.R.E.). Joint investigations are conducted with other governmental agencies, including the District of Columbia's Metropolitan Police Department, District of Columbia's Office of Tax and Revenue, the United States Treasury Department, Division of Alcohol, Tobacco and Firearms, and the Federal Bureau of Investigation.

The key initiatives for the compliance/enforcement division are:

  • Continue the training and development of an enforcement strategy that ensures compliance with the Title 25 of the official DC Code and Title 23 of the DCMR.
  • Continue cooperation with the Advisory Neighborhood Commissions and other various community groups to facilitate open dialogue between the licensed establishments and the groups.
