Explanation of Quarterly Statements

According to DC Official Codes 25-113(b)(2)(A) and 25-113(e)(4)(A), restaurant and hotel licensees must submit quarterly statements to ABRA that report the percentage of food sales versus alcoholic beverage sales for the preceding quarter. Note that quarters follow the fiscal year. The annual quarterly due dates are as follows:

 Quarters  Due Dates 
 First:        October - December        First:        January 31  
 Second:   January - March  Second:   April 30
 Third:       April - June  Third:        July 31
 Fourth:     July - September  Fourth:     October 31


Food Sales Requirements - Restaurants

DC Official Code §25-191(43) states that restaurants must meet one of two food sales requirements:

(1) $2,000 per occupant for class C restaurants; $1,500 per occupant for class D restaurants; or
(2) Food sales of 45 percent of gross annual receipts


Food Sales Requirements - Hotels

According to DC Official Code and §25-113(e)(5), hotels must meet one of two food sales requirements:

(1) $2,000 per dining room occupant for class C hotels; $1,500 per occupant for class D restaurants; or
(2) Food sales of 45 percent of gross annual receipts


Submission of Quarterly Statements to ABRA

Restaurant and hotel licensees may submit statements via ABRA's online form  or by mail.

Note that online submissions will be date and time stamped. If you wish to submit by mail, send your completed forms to ABRA at:

We recommend that mail submissions be sent via certified mail. If a submission becomes lost, licensees can bring a US Post Office receipt to prove to ABRA that the quarterly statements were sent by the due date.
