Licensee Handbook
Whether you are a new ABC licensee or have had your license for years, you may not be fully versed on the codes and regulations governing ABC establishments in the District of Columbia. You may also have questions about the role and operations of the Alcoholic Beverage Control Board (ABC Board) and the Alcoholic Beverage Regulation Administration (ABRA). This ABC Licensee Information handbook is designed to give you a solid understanding of the ABC laws and procedures related to your licensed establishment. Among other topics, the booklet discusses how you can:
- Meet all the criteria required to pass an ABRA regulatory inspection
- Apply for and maintain an ABC Manager’s license
- Follow the proper procedures for purchasing and selling alcoholic beverages
- Obtain different types of ABC license endorsements
- Understand how ABC complaints and incidents are investigated and adjudicated
- Handle protests and create voluntary agreements
- Understand the regulations and procedures that apply to all types of ABC establishments
Read the handbook carefully and review it frequently. The holding of an ABC license is a privilege, not a right. You are responsible for complying with ABC codes and regulations in the District of Columbia. This handbook will be invaluable in helping you do so.
